6.3.3. `scalar_construction_policy::standard`

scalar_construction_policy::standardは、デフォルトコンストラクタ・コピーコンストラクタ・デストラクタによるスカラー構築ポリシーの実装である。

void construct(void* p, const_reference v)
new(p) T(v)を呼び出す。
void destruct(pointer p)
